Amentum Sr. Program Manager in Wheaton, Maryland

Amentum is seeking a Sr. Program Manager to manage a large, complex, Fixed-Firm-Price Government contract under the Department of Homeland Security. This program falls under the Service Contract Act (SCA) and consists of 800+ employees, subcontractors that is dispersed across the US providing services to government customers.

This position is responsible for the overall operation of the program to include facilities management, clearance (Public Trust) compliance, staffing, safety, strategic planning in coordination with the customer on surges and special efforts.

This position ensures that established company goals are realized while maintaining client relations that will enhance future business and has total responsibility for managing all aspects of the contract.

This position interacts with Amentum operations support offices, vendors, subcontractors and customer representatives as required and will develop close working relationships with various business leaders/stakeholders throughout the organization.

This is a full-time position that will require travel, up to 40% of the time depending on geographical location. While the customer resides in Maryland, the Sr. PM can reside anywhere in the Continental US.

Essential responsibilities and daily duties include:

· Manage Regional Program Managers, budgets, customer relationships, and key performance indicators.

· Respond to request for proposals for work outside the scope of the contract, develop technical and cost responses with statements of work, submit proposal responses within required timelines, track and execute tasking.

· Identify potential project problems or opportunities, analyze the issues using all appropriate resources, develop alternatives, and arrive at the most optimum approach to mitigate problems or exploit opportunities.

· Ensure development and adherence to the project work breakdown structure, asset management, and workflow management elements.

· Establish, track, and report status against key performance indicators or contractual metrics on a routine basis.

· Demonstrate command of the schedule goals, key milestones and approach to the work embodied in the schedule.

· Review, report, and manage key performance measures defined within the contract. Implements corrective measures when measures are outside service levels or bandwidths.

· Manage performance and progress against the plan and ensures accurate forecasts with commensurate action plans.

· Establish annual operating budgets in cooperation with customer, business manager, or group financial department.

· Provide accurate monthly forecasts of cost, schedule, and resource utilization.

· Work with Business Development (BD) to increase scope of services on existing contract.

· Support BD and group management in contract negotiations with customers.

· Support or conduct formal presentations to clients and/or management.

· Comply with all other Amentum policies and initiatives.

Minimum Requirements:

· Master’s degree and 15 years of Program Management experience with at minimum 5 of those years managing a complex, high-dollar contract of 50M annually.

o Requirements for the Master’s Degree can be waived if 5 years’ experience demonstrates increased depth and breath of responsibility within the Program Management scope.

· Ability to coordinate complex work and integrated logistics support to ensure contract obligations and new work objectives are met.

· Experience managing Fixed-Firm-Price and Service Contract Act contracts a must.

· Ability to develop and give briefs to multiple levels of stakeholders.

· Ability to travel up to 40% as needed to meet contractual obligations.

· Ability to obtain a Public Trust US government clearance. Note: US citizenship is required to obtain a Public Trust clearance.

Preferred Qualifications

· Project Management Professional (PMP) certification from the Project Management Institute.

· Experience with Unions and negotiating Collective Bargaining Agreements.
