We are seeking a talented individual for a Sr. Director, Business Development who is responsible for driving increased revenue through both upsells on current contracts and new open market sales across the State Government marketplace.

Essential Responsibilities:

  • Achieves assigned BD Department’s revenue targets, and individual revenue targets for assigned business development goals.

  • Develops State Government sales and marketing strategies and tactics to obtain new business. Gathers intelligence regarding clients, partners, competitors, and markets to inform client/opportunity strategy. Ensures successful implementation of business development strategy/tactics in State Government.

  • Manages opportunity identification and development to maximize achievement of contract awards; Maintains Salesforce.com opportunity pipeline and required opportunity documentation.

  • Develops and manages channel partner sales strategies Ensures involvement as appropriate of other HMS Leaders needed to close or support the sale.

  • Works collaboratively with the State Government VPs over the regions in all sales transactions

  • Works collaboratively with the Product Leaders across all sales transactions. Seeks input on SOW and pricing information.

  • Leads and owns bid / no bid process for specific opportunities assigned Develops bid/no bid forms in collaboration with the product lead. .

  • Leads proactive solution development and pricing strategy (including Price To Win analysis) efforts required for all qualified opportunities utilizing internal resources (members of Operational teams, Accounting, Finance, IT,

  • Compliance and Systems Security) and external resources.

  • Develops Power Point presentation decks, sales collateral, and proposal sections necessary to support assigned sales efforts.

  • Participates in relevant professional and trade association meetings and conferences to develop intelligence, promote company and establish and maintain business relationships.

  • Participates in marketing meetings and campaigns to drive sales. Develops marketing email contents with product experts. Drives thought leadership on HMS product offerings to elevate the HMS brand.

  • Member of HMS State Government Sales Leadership Team.

  • Actively participates with HMS Corporate Development Group to offer specific feedback on products and market requirements around the products

  • Demonstrates Leadership in strategy development of new/enhanced services and determination of agency focus.

  • Oversees assigned win/loss reviews.

Knowledge, Skills and Abilities:

  • Demonstrated success in managing business development efforts and closing sales..

  • Exercise sound judgment in decision making on opportunity pursuits

  • Experience working with other business development resources including marketing, capture and proposal staff.

  • Demonstrated success in closing business with State Government Agencies.

  • Negotiation experience and skills, specifically with HMS clients.

  • Extensive experience in bid and proposal for contracts.

  • Ability to contribute extensively to written proposals and to make presentations regarding company capabilities.

  • General writing skills and ability to persuasive benefit statements and unique selling propositions.

  • Primarily sedentary work in a general office environment

  • Ability to comprehend and interpret documents and data

  • Requires occasional standing, walking, lifting, and moving objects (up to 10 lbs.)

  • Requires manual dexterity to use computer, telephone and peripherals

  • May be required to work extended hours for special business needs

  • May be required to travel at least 50% of time based on business needs

Minimum Education:

  • Bachelor’s degree in business, public administration or related field required; Master’s preferred.

Minimum Related Work Experience:

  • 10 years experience in leading or supporting business development and operational units specifically related to strategic initiatives, product development, and other similar responsibilities required

  • 5 years’ experience in the healthcare market required.
