This position is located in Tallahassee, FL

The Florida Division of Emergency Management plans for and responds to both natural and man-made disasters. These range from floods and hurricanes to incidents involving hazardous materials or nuclear power. The Division of Emergency Management (FDEM or Division) is the liaison between federal, state, and local agencies. FDEM prepares and implements a statewide Comprehensive Emergency Management Plan, routinely conducts extensive exercises to test state and county emergency response capabilities, provides technical assistance to local governments as they prepare emergency plans and procedures, as well as conducts emergency operations trainings for state and local government agencies.

The Division serves as the lead agency for the State Emergency Response Team (SERT), whose primary goal is the coordination of the state’s efforts during disaster response and recovery. This coordination is conducted within the State Emergency Operations Center (SEOC) in Tallahassee. Additionally, the Division manages the State Watch Office; the 24-hours a day operation tasked with providing situational awareness to stakeholders statewide. After a disaster, FDEM conducts damage assessment surveys and advises the Governor of the state of Florida on whether to declare an emergency and seek federal relief funds. Position Overview and Responsibilities:

This position serves as the Division’s Accountable Property Officer, responsible for ensuring all property items are accounted for and recorded correctly. Duties for the position include, but are not limited to:

  • Coordinate the affixation of property tags on all Division property items.

  • Coordinate with Division staff to ensure all property information documented in the Florida Accounting Information Resource (FLAIR) property subsystem is up-to-date and accurate.

  • Develop and maintain an exact replication of all property records in the FLAIR Master File in accordance with Chapter 273,Florida Statutes,and Chapter 69I-72,Florida Administrative Code.

  • Facilitate the purchase, receipt, tracking, and disposition of all Division property items.

  • Conduct an annual inventory of all Division property in coordination with Division staff.

  • Conduct an annual generator survey in accordance with 252.35(2)(s),Florida Statutes.

  • Draft and facilitate property transfer agreements between state agencies, counties, municipalities, non-profit organizations, and other entities.

  • Draft, facilitate, and manage agreements for loaned state-owned equipment with state agencies, counties, municipalities, non-profit organizations, and other entities.

  • Provide documentation to each Bureau and Section within the Division to allow for proper management of assigned property.

  • Assist other Logistics Section staff with routine job functions such as reviewing invoices, providing grant implementation, and other tasks as needed.

  • Perform travel and other duties as required; deploy with little notice to anywhere in Florida or the United States.

    Knowledge, Skills, and Abilities:

  • Knowledge of financial management (accounting and finance) principles.

  • Knowledge of state financial management process (FLAIR, state financial coding structure, FLAIR reports, link between, and accounting).

  • Knowledge of state budgetary process, (LASPBS, state budget coding structures, LBR reports, LBR preparation processes).

  • Ability to apply acquisition and contracting policy and regulations for a variety of property acquisition activities, including pre-award and post award acquisition functions involving highly specialized procurements.

  • Ability to advise program officials of legal and regulatory requirements related to State of Florida property items.

  • Ability to plan, develop, and administer comprehensive internal process improvements and digitalization initiatives.

  • Ability to communicate effectively with others verbally and in writing.

  • Ability to conduct and participate in conferences, meetings, and workshops.

  • Ability to multi-task, prioritize, and perform effectively under stressful conditions for extended periods of time.

  • Ability to work both independently and as a member of a team.

    Minimum Qualifications:

  • Bachelor’s degree in finance, accounting, or other related field or equivalent work experience.

  • Two years’ experience in Financial Management and Operations (i.e., accounting, budgeting, reporting, etc.)
