Summary About the Position: Serve as the Force Structure (FS) Command Manger and primary HQDA Staff Officer for assigned commands/activities. Leverages data analytics for evaluation of all force structure issues/actions and manages the Commands' Tables of Distribution and Allowances (TDA), Augmentation Tables of Distribution and Allowances (AUGTDA), and Mobilization Tables of Distribution and Allowances (MOBTDA) authorization documents. Responsibilities Provide guidance and assistance on force structure issues for all phases of the Planning Programming Budget Execution (PPBE) and force management documentation cycles. Ensure that accurate Army controlled programs data is provided and presented to the commands as guidance in the Master Force, which is the Army's authoritative document for units. Prepare written documents, correspondence, and briefings based on large data sets and written documentation to support Army Senior Leader decisions. Ensure the authorizations contained in the Master Force are supportable at the AMSCO/MDEP level of detail for the Army. Provide guidance regarding force structure initiatives to the Commands, performing as the key link between programmatic rules, OSD controls, and the operational needs of Army Commanders. Serve as the arbitrator between other ARSTAF personnel, Secretariat personnel, and command representatives. Provide results of analyses by making recommendations to directorate leaders as to how the data can be used to make critical operational, policy, and force structure decisions. Requirements Conditions of Employment Qualifications This position may be filled as a time-limited promotion, reassignment or change to lower grade not to exceed (NTE) 3 years by a current permanent Army employee. Time-limited promotions may be extended up to a maximum of five years. Time-limited reassignments and changes to lower grade may exceed five years, however return rights may be impacted. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. GS-14 Specialized Experience: One year of specialized experience which include developing and presenting force structure data to senior leaders; utilizing automated systems to perform data analysis on force structure data; and providing guidance on force structure issues within an organization. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-13). You will be evaluated on the basis of your level of competency in the following areas: Data Analysis Force Management Planning and Evaluating GS-14 Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-13). For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted. Education Additional Information Male applicants born after December 31, 1959, must complete a Pre-Employment Certification Statement for Selective Service Registration. You will be required to provide proof of U.S. Citizenship. One year trial/probationary period may be required. Direct deposit of pay is required.
