TEXAS WORKFORCE COMMISSION HR Policy - Program Specialist (Hybrid) in Austin, Texas

WHAT YOU WILL DO: The Program Specialist IV performs highly complex (senior-level) consultative services and technical assistance. Work involves providing guidance and support to agency management by interpreting HR policies and procedures, monitoring progress of tasks and projects, and tracking data for recordkeeping purposes. May provide guidance to others. Works under limited supervision, with moderate latitude for the use of initiative and independent judgment.

YOU WILL BE TRUSTED TO: -Provide high-level advice by interpreting HR policies and procedures, promoting consistency and fairness, conferring as needed with the Office of General Counsel (OGC) HR legal team and management. -Prepare and revise disciplinary documentation to promote clarity and consistency. -Track and monitor performance, pending discipline and corresponding completion dates, and providing findings and recommendations to management. -Maintain confidential documents/data, files and databases relating to employee disciplinary and personnel actions and investigations. -Oversee the TWC employee complaint/grievance system. Provide advice on the handling of complaints based upon issue identification and consistent policy application; keep management apprised of deadlines. Prepare notifications of grievances filed for scheduling of hearings, coordinate materials as requested by hearing officers, and provide guidance to staff and respond to questions. Prepare Executive Director's Final Decision on employee grievances and distributes decisions to interested parties. Maintain confidential documents/data, files, and databases relating to employee complaints/grievances. -Provide support and guidance on the agency's Criminal History Report Investigations (CHRI) consistent with applicable regulations governing access to criminal records. Maintain records of CHRI. -Provide guidance to management and respond to Unemployment Insurance (UI) Benefit Claims naming TWC as an employer. Prepare and tracks UI overpayment letters and corresponding personnel actions. Provide appropriate guidance and instruction regarding UI fraud and overpayment situations. -Serve as a member of the ADA Committee. Review and process ADA requests for accommodation, consults with management and employees when additional information or dialogue is needed, and maintain related confidential database. -Assist the OGC HR Legal team with the administration of the agency's EEOC complaint activities, including working with the Office of General Counsel and other agency departments to ensure compliance with obligations set forth by law, assist in coordinating the agency's responses to charges, prepare internal and external correspondence, reports, and related to complaint activities. Maintain files and database related to EEOC complaints. -Perform special projects as requested by the OGC HR managing attorney. Perform analyses of employee complaints/grievances and EEOC charges by preparing quarterly reports, provide support for RPI activities and assist with the dashboard features of the Legal Intake Portal. May assist with developing materials for client meetings and trainings. -Perform an array of technical, training, research, planning, policy, program assessment, and administrative activities for the HR Legal team of the Office of General Counsel (OGC). -Collect, organize, analyze, and prepare materials in response to requests for HR Legal information and reports. -Assist in development of agency policies, procedures, standards, and manuals in accordance with agency objectives and goals. -May analyze the application of and variations within TWC policies and procedures to develop action plans for improving or initiating new processes. -May provide guidance to others. -Perform other duties as assigned.

YOU QUALIFY WITH: - Graduation from an accredited four-year college or university plus one year and six months of full-time experience in the development, implementation, or interpretation of policies and procedures in a public or private agency. -One year of full-time experience may be substituted for each year (30 semester hours) of education. -Experience and education may be substituted for one another.

YOU ARE A GREAT FIT WITH: -Knowledge of Local, state, and federal laws related to labor and employment law. -Knowledge of Public administration and management techniques. -Knowledge of statistical analysis processes. -Knowledge of research techniques. -Knowledge of data management processes and techniques. -Skill in identifying measures or indicators of program performance. -Skill in operating computers and applicable software. -Ability to gather, assemble, correlate, and analyze facts -Ability to devise solutions to problems. -Ability to prepare reports. -Ability to develop, evaluate, and interpret policies and procedures. -Ability to communicate effectively. -Familiarity with Texas state agency policies and procedures. -Knowledge of federal and state employment laws (Title VII, Age Discrimination in Employment Act, Fair Labor Standards Act, Americans with Disabilities Act, Family Medical Leave Act). -Ability to maintain sensitive and confidential personnel information in accordance with state and federal laws and agency policies.
